We conduct research to support DAG and its partners' advocacy work to create an enabling policy environment for poor and marginalised urban citizens to access well-located land and their right to the city.

International Value Capture Scoping Study
DAG is working with the Global Land Tool Network (UN-Habitat) to conduct an international scoping study on value capture and land use management tools and methods being implemented in twenty-four countries, spanning six regions, including Asia, Sub-Saharan Africa, Latin America, North America, Europe and transition countries for example China and Poland.

Value capture describes the process and tools which can be put in place by municipalities to recoup the value of land accruing to private land-owners through the investment of the State in infrastructure and services. These tools have been used extensively in South East Asia, Europe and North and South America to facilitate equitable use of land.

The study will provide detailed information on good and bad practice in urban land management as well as evidence for DAG’s advocacy work to influence the State to develop and implement tools which would make well-located land available for pro-poor urban development.

Value Capture in South Africa
DAG’s Land Use Management and Value Capture training course held in Cape Town in 2008 revealed that some South African municipalities are currently employing financial and regulatory tools to manage urban land more equitably and efficiently. DAG is conducting an in-depth analysis of the tools and measures put
in place in these municipalities. The research will assess the progress made by municipalities in the
application of tools and identify the benefits and potential obstacles.

DAG's Developmental Approaches to Equitable Land Management

DAG will conduct research into the potential application of various developmental approaches and land management instruments which government can put in place to ensure land is managed equitably. This includes conducting further investigation into international and local good practice on the following:

Through this research DAG and its partners will be equipped with the information and resources to successfully advocate for integration of these approaches in housing and urban development plans and strategies.

The research will be used to inform the themes which will be covered by DAG’s conference: New Urban Order - Re-imagining the City to be held in Cape Town on 11 -13 October 2010.
