The National Land Value Capture Programme was first initiated in 2020 as a tripartite partnership between the Cities Support Programme (CSP), National Treasury, the Lincoln Institute of Land Policy (LILP) and the Development Action Group (DAG). The four-year programme has successfully demonstrated how a local Non-Profit Organisation (NPO), a national government institution and an international research institution can partner in an innovative way to support the institutionalisation of land value capture as an inclusive urban development practice in South African cities.
