On 26 May, DAG as the secretariat of the National Land Value Capture Programme and in collaboration with the Centre for Public Real Estate (CPRE), facilitated the third in a series of four technical support workshops that aim to assist City of Tshwane’s officials in developing a clear methodology for packaging, preparing and releasing identified municipally-owned land parcels for inclusive urban development. The workshop began with a site visit to one of the sites that the City of Tshwane is considering for release and development – an approximately 40ha site that includes a mix of existing buildings and open space.
Officials recognised the enormous potential of the site for a mixed-use development with a focus on affordable residential units complemented with social facilities. During the discussion, one official indicated that the City had already begun to apply the methodology presented in previous workshops to prepare and package other parcels of municipal land for release. The next workshop, which will be hosted next month, will focus on cost reviews, determining viability and how to structure the release of land parcels for development.
Through these workshops with municipal officials, the LVC programme is strengthening the capacity and technical knowledge of land preparation, packaging and release to ensure that the City leverages its public land for the development of affordable housing and an inclusive and resilient city.
